All special event permit applications requesting full or partial closure and/or restriction
of a street or sidewalk shall include an impacted neighbor notification statement
("INNS") upon forms provided by the city which shall be submitted no later than 30
calendar days before the date of the special event. In the sole discretion of the
city manager, an INNS received less than calendar 30 days before the special event
may result in the denial of the permit. An INNS received less than 30 days before
the special event shall result in the denial of the permit application, unless the
city manager finds that applicant's delay in submission was due to circumstances beyond
its reasonable control or not reasonably foreseeable.
