§ 5.13.020. Purpose.

  • It is the purpose of the city council to establish a consistent process for permitting special events conducted by the public or private sector to use city streets, facilities or services and for permitting special activities on private property. It is recognized that these special events and special activities enhance the lifestyle of northern Nevada residents and visitors and provide benefits to the citizens through the creation of unique venues for expression and entertainment that are not normally provided as a part of governmental services. By recognizing special event and special activity venues, this chapter is intended to supplement land use regulations, to provide a coordinated process for the regulation of certain activities to be conducted in conjunction with special events and special activities, to ensure the health and safety of patrons of special events and special activities, to prohibit illegal activity from occurring within special event and special activity venues, and to protect the rights and interests granted to a special event or special activity permit holder. It is also the intent and direction of the city council that this chapter be administered consistent with the First Amendment of the United States Constitution and/or Article I, Sections 9 and 10 of the Nevada Constitution and applicable case law so as to protect the rights of citizens to engage in expressive activities and yet allow for the least restrictive and reasonable, time, place and manner regulation necessary to serve substantial governmental interests affected by those expressive activities.
