No owner, occupant, agent, person associated with the property or anyone having charge
or control of any property, building or premises within the city shall permit or allow
the existence of a chronic nuisance upon any property building, structure, or premises
owned, occupied or controlled by him and shall be subject to the remedies and enforcement
provisions of this chapter.
