No person shall stop, stand or park any vehicle for a period of time in excess of
20 minutes within the area bound on the south by Mill Street, on the west by Virginia
Street, on the north by the Truckee River and on the east by Center Street, except
when a different period of time is indicated on any parking meter within such area.
