§ 5.13.060. When application for permit is deemed complete.

An application for a special event permit or a special activity permit is deemed complete when the event organizer has submitted a written application upon forms provided by the city, provided all of the information required in section 5.13.090, the application has been accepted by the city manager, and the event organizer has paid all application processing, licensing, and inspection fees. The city manager shall reject all incomplete permit applications. If an application is not deemed compete by the completion deadline in section 5.13.091(g), the application shall be deemed denied as of that date, unless extended by mutual agreement of the city manager and event organizer.
