Each license provided for in this article may only be issued to an individual person,
it being the intention of the council to hold the individual, as the licensee, personally
responsible for the orderly conduct of the business. If the applicant is not the sole
owner of the business to be conducted on the premises for which the license is sought,
the application must be accompanied by a sworn statement of the owner of the business
appointing the applicant as the owner's agent, authorizing him/her to apply for the
license and to conduct the business.
