§ 12.22.040. Drains required when grading and filling.

  • It shall be unlawful to grade, re-grade, fill, or to dump dirt or other aggregate or any other material upon any property in the city containing a spring, artesian well, or percolating waters which run upon the surface of the land during any time of the year, without first providing drains or an adequate drainage system to remove the percolating waters to the nearest natural drain or watercourse at ground level, or to a storm drain or other adequate drainage ditch. Plans and specifications for such drainage system shall be prepared by a licensed civil or hydraulic engineer and submitted to the city engineer for approval.
