§ 12.10.020. Obstruction of drains.

It is unlawful for any person to construct, leave, place or deposit, or cause, permit or suffer to be left, placed or deposited, in or upon any street or alley in the city, any structure, article or thing whatsoever, that will obstruct any gutter, pipeline or waterway used or serving as a drain from the streets or alleys in the city.
