§ 12.08.070. State permission for federal and state highways.

If any person desires to excavate, tunnel under, or fill in any federal aid highway or any highway controlled by the state within the city, he shall, before making application for a written permit from the city engineer as herein provided, receive permission from the state highway engineer to make such excavation, tunneling or filling.
